GUIDELINES:

MOTEL VOUCHER PROGRAM

and Referring Agencies

1.       The TFS will pay for appropriate shelter.

a.       The TFS is responsible for damages to motel rooms, regardless of prior arrangements, understandings or agreements.

b.       The likelihood of damages occurring (physical or contractual) increases after three days. Client circumstances need to be re-assessed.

c.        We rent apartments by the month. If one is vacant, the client will be placed in the apartment rather than in a motel.

2.       The referring agency is responsible for the client. The client is responsible to the referring agency.

a.       Referring agencies will interview and assess every client

                                                               i.      For appropriateness - no drugs, alcohol, insanity, or violence.

                                                              ii.      For follow up - placement in interim housing, EOC SLO Shelter, Case Management.

                                                            iii.      Copy of interview and assessment will be given to TFS before motel room is paid for. We have to share the information and develop a data base.

b.       All clients must go through a referring agency

                                                               i.       The TFS will pay for motel shelter for all clients referred by a helping agency.

                                                              ii.      Any client that telephones or approaches the TFS without going through a referring agency may be denied motel shelter from the TFS.

                                                            iii.      Non-referral clients will be sent to the nearest or most appropriate referring agency at the first opportunity.

c.        Referring agencies will find the vacancy and determine the cost of the motel shelter.

                                                               i.      The TFS may not pay for motel shelter at the request of a client from the motel.

                                                              ii.      The TFS may not pay for motel shelter if the referring agency does not know the cost before ranking the request.

                                                            iii.      If there are no vacancies, the client may be referred to the EOC SLO shelter.

3.       The TFS is paying for motel shelter only. No room service, movies, long distance telephone calls or other services.

4.       Exceptions will be made in the case of emergencies, severe weather, after hours referral and referral by law enforcement agencies.

a.       In most exceptions, only one motel night will be paid by the TFS.

b.       Clients given motel shelter due to exceptions will be directed to a referring agency at the first available time.

5.       All clients, regardless of circumstances, will have a relationship with a referring agency.

a.       All clients will return to the referring agency by the end of the shelter nights provided by the TFS before the TFS will pay for more motel shelter nights.

b.       Clients given motel shelter due to exception will go to a referring agency at the first available time before the TFS will pay for more motel shelter nights.
